ARCHITECTURAL AND ENGINEERING SERVICES FOR DEVELOPMENT OF 10 NEW PUBLIC HOUSING UNITS FOR THE

CITY OF ROANOKE REDEVELOPMENT AND HOUSING AUTHORITY

 

The City of Roanoke Redevelopment and Housing Authority (RRHA) is seeking Statement of Qualifications for professional Architectural and Engineering Services for the development of 10 new public housing units in the City of Roanoke. Eight (8) units are planned to be constructed on Westview Ave., SW. Two (2) units are planned to be constructed on Downing St. NW.

 

Statement of Qualifications will be received until:

While RRHA must promote full and open competition among prospective offerors, small business enterprises, Section 3 businesses, Minority, Service-Disabled Veteran, and Women-Owned business enterprises are encouraged to submit Statement of Qualifications as well as all other enterprises. Section 3 businesses (only) are also eligible for additional points available in the Evaluation Criteria Factors (Part D Procurement Process, pages 4 and 5 and Part E – Section 3 Information).

Based on its score, Hughes Associates was determined to be the most qualified by the panel.

 

Hughes Associates Architects & Engineers was requested to provide proposed total costs and hourly rates for fees for services for various positions for this project.

 

The hourly rates have not changed since their previous contract which was awarded in 2016. Therefore, the hourly rates charged by Hughes Associates Architects and Engineers are determined to be fair and reasonable when compared to the previous highest hourly rates for A/E services over the past five (5) years.

 

Hughes Associates Architects & Engineers was not excluded in the System for Award Management. No complaints were filed against Hughes Associates Architects & Engineers with the Virginia Department of Professional and Occupational Regulation. No customer complaints were filed with Better Business Bureau against Hughes Associates Architects & Engineers.

 

Hughes Associates Architects & Engineers has previously provided A/E services for RRHA in a satisfactory manner and is qualified to perform work under this contract. It is authorized that a contract with a not to exceed amount of $127,195.00 for A/E Services for the development of 10 new public housing units be awarded to Hughes Associates Architects & Engineers.
