NOTICE OF REQUEST FOR QUALIFICATIONS

 

ARCHITECTURAL AND ENGINEERING SERVICES FOR THE

CITY OF ROANOKE REDEVELOPMENT AND HOUSING AUTHORITY

 

City of Roanoke Redevelopment and Housing Authority (RRHA) is seeking Statement of Qualifications for professional Architectural and Engineering Services to be performed under an Open-End Contract in the amount not to exceed $135,000.00 including reimbursables.

Statement of Qualifications will be received until:

While RRHA must promote full and open competition among prospective offerors, small business enterprises, Section 3 businesses, Minority, Service-Disabled Veteran, and Women-Owned business enterprises are encouraged to submit Statement of Qualifications as well as all other enterprises. Section 3 businesses (only) are also eligible for additional points available in the Evaluation Criteria Factors (Part D Procurement Process, pages 4 and 5 and Part E – Section 3 Information).

  • After reviewing the four (4) Statement of Qualifications the 5-member evaluation panel scored the responding A/E firms as follow:
  • Martin & Co., Architects, Inc. – 371 points
  • Hill Studio, P.C. – 333 points
  • Hughes Associates Architects & Engineers – 403 points
  • CHP Design Studio – 383 points

Hughes Associates Architects & Engineers was not excluded in the System for Award Management. No complaints were filed against Hughes Associates Architects & Engineers with Virginia Department of Professional and Occupational Regulation. No customer complaints were filed with Better Business Bureau against Hughes Associates Architects & Engineers.

 

Hughes Associates Architects & Engineers was requested to provide proposed hourly rates for fees for services for various positions. The hourly rates provided for most of the positions had not changed since their previous contract which was awarded in 2014. The hourly rates for a few positions had increased by $1.00 per hour since then. Therefore, the hourly rates charged by Hughes Associates Architects and Engineers are determined to be fair and reasonable when compared to the previous highest hourly rates for A/E services over the past five (5) years.

 

It is recommended that a contract with a not to exceed amount of $135,000.00 for a period of two (2) years, ending November 28, 2019, for Open-end A/E Services be awarded to Hughes Associates Architects & Engineers.
