8:30 AM-5:00 PM, Monday-Friday

Position Summary: Provides the overall management of operations and supervision of maintenance for one or more of RRHA’s public housing communities, RRHA-owned residential facilities, properties owned by RRHA affiliates, and other entities operating under a management agreement with RRHA. This position is differentiated from the Site Manager I position in that the incumbent will be responsible for multiple site and/or multiple programs, and/or sites with over 300 units and is an Exempt level position.

Incumbents oversee the day-to-day operation through site based management and assume accountability for the overall appearance of the community’s physical footprint and for the security and safety of residents. Incumbents must exercise considerable independent judgment in dealing with daily problems while effectively and efficiently administering housing programs.

In addition to adherence to RRHA policies and procedures, the Site Manager is responsible for ensuring compliance with regulations and requirements as noted below:

  • Public Housing Program: Annual Contributions Contract, Admissions and Continued Occupancy Policy (ACOP), Procurement Policy, HUD regulations.
  • Tax Credit Program: Low Income Tax Credit Program, Tax Credit Handbook, Tax Exempt Bonds, HUD 4350.3 Occupancy Handbook, HOME program, Section 42 LIHTC Program.
  • All Housing Programs: Fair Housing, OSHA Standard, Virginia Landlord-Tenant Law, federal/state/local laws.

The incumbent receives general management direction from the Vice President of Housing. Work is subject to general management direction and is reviewed through a series of reports, conferences, staff training sessions, through observation of results obtained, on-site inspection of facilities, and personal interviews.

Minimum Qualifications:

  • Attainment of knowledge equivalent of a Bachelor’s degree in business or public administration, sociology, psychology, or a related human services field; or any equivalent combination of training and/or experience.
  • Minimum three (3) to five (5) years of property management experience with multiple direct reports and related public contact, preferably in the affordable housing industry.
  • Must possess valid driver's license and maintain a driving record in line with RRHA’s Driver Policy.
  • Must have ready access to the use of a personal automobile for local job-related travel and pick-up, as needed.

 

Preferred Qualifications

  • Five years of property management experience in a high paced environment, preferably in public housing..
  • Five years of supervisory experience exhibiting ability to lead a diverse team.
