Executive Director

David was appointed Executive Director June 15, 2019. He joined RRHA in April 2012 from Miami, Florida, bringing over 15 years of experience in managing housing assistant programs. David completed his undergraduate studies at Florida International University and received his Master’s degree in Criminal Justice. He holds certifications from the National Association of Housing and Redevelopment Officials as a Public Housing Manager and Certified Manager of Property Operations, as well as other relevant housing certifications.

Vice-President of Housing

Evangeline rejoined RRHA in October 2017 bringing over 20 years of experience in operations and property management, policies and procedures management, and compliance management, including more than five years with RRHA. As the Vice President of Housing for RRHA, Evangeline is responsible for overseeing the management of RRHA’s Housing Choice Voucher, Public Housing, Low Income Housing Tax Credits and Resident Services programs. Evangeline has earned professional designations as a Certified Apartment Manager (CAM), Public Housing Manager (PHM), Assisted Housing Manager (AHM) and Great Manager Certifications (GMC). She has expertise in public housing, multi-family housing, project-based Section 8, Low Income Housing Tax Credit (LIHTC) and conventional, private sector developments. Evangeline is a proven leader and a licensed Virginia Real Estate Salesperson. She has a passion for learning with an extensive educational background from Virginia Western Community College, Hampton University and Liberty University.

Vice-President of Finance/CFO

Jackie joined the RRHA team in 2001 and has served in several positions within the finance department. Before joining the RRHA team, Jackie was a technical accountant with AT&T, formally BellSouth Communication  Systems. She is a certified public accountant and earned her undergraduate degree in accounting from Radford University. She is currently responsible for the budgeting and financial reporting activities of RRHA and its affiliates.

Vice-President of Operations

Joel has been employed at RRHA since 1998.  As Vice-President of Operations, he is responsible for leadership and oversight of RRHA's housing, resident services, redevelopment, and modernization activities.  In addition to 20 years' experience in the construction industry, Joel has held positions at RRHA including Construction Inspector and Capital Improvements Director.  Joel has responsibility for oversight of construction projects including modernization of public housing, low-income housing tax credit properties, new construction, and redevelopment.  He is also responsible for HUD Capital Fund Grant annual and 5-year planning and budget administration. Joel provides management oversight of RRHA's procurement processes to ensure fair and open competition, equitable treatment of all bidders, adherence to regulations, and selection of the best value with greatest overall benefit to the agency.  He holds certifications at Nan McKay and Associates, National Association of Housing and Redevelopment Officials, and Borrell Technology, Inc.
